Why both arches cost less than twice one

Beyond the teeth.
Facial height
When both jaws lose bone, the lower third of the face collapses and the chin rotates forward. Restoring both arches re-establishes the vertical dimension. It is why patients are told they look younger, when what changed is the distance between nose and chin.
What you can chew
Bite force is limited by the weaker jaw. A fixed upper against a loose lower denture is still limited by the denture. Two fixed arches is the only configuration that gets close to natural function.
